You are not expected to memorise the whole rule book, but there are a number of important ones that we should all take the time to learn to get around the course incident-free.
The two governing bodies for amateurs are the USGA in America and the Royal and Ancient (R&A) in Scotland which provide great websites with both quick guides and more detailed descriptions of the various rules within the game.
The players you see on the television are fortunate to have officials on hand who can advise them in certain situations. For the club golfer, rule booklets can be provided to carry in the bag and are very useful in most situations.
We fully recommend that a player starting out on the course be accompanied by a PGA professional, who is fully qualified to explain the various rules and allow you to play the game worry-free.
